Agreement on Labour Market Reforms Broken Down
The agreement on labour market reforms which was reached on 15 September 2015 was annulled due to the unilateral breach by the government.
Mr. KIM Dong-man, President of the Federation of Korean Trade Unions (FKTU), officially announced during a press conference at its headquarters on 19 January 2016 that the Sept. 15 agreement had "broken down."
He said, "The FKTU has no option but to declare an official withdrawal not only from the Sept. 15 deal but also from the tripartite talks," He went on to say, "The government unilaterally breached the deal by introducing the guidelines without prior consultation with the FKTU. We even gave the government an ultimatum only to be ignored. From today, the FKTU will stage all-out struggles against the government and the ruling party.
With regard to the two government's guidelines on the unfavorable change of employment rules and the dismissals of under-performing workers, the FKTU will seek for legal actions including the application for an injunction and the litigation for adjudication on the constitutionality.
The FKTU will also launch a large-scale campaign prior to the April 13 general election. and make judgements against anti-labour candidates and political parties.
The official withdrawal from the deal came a week after the FKTU declared a de facto collapse of the agreement on Jan. 11 and gave the government an ultimatum for a total reassessment of its anti-labour guidelines on dismissals and employment rules. The government, however, did not accept any of the demands.
